New Startup looking for mobile WiMAX equipment

I'm looking to establish a startup internet/phone service. I am looking for equipment that fits the following specs -
- 4 sq km (complete coverage)
- fully mobile
- 5000 subscribers
- 5000 USB dongles
- Operate in unlicensed frequency band (if possible)
- two packages 1mbps and 4 mbps (not shared) per subscriber
- backhaul connection (wimax or microwave antenna to connect at 30 km away)
- frontend software package with multlingual support (English, Farsi)
