WiBro is the name of the mobile WiMAX service in South Korea. It is not a technology itself. Think of WiBro the same way you'd think about XOHM from Sprint Nextel or Wateen Home in Pakistan.
Originally, WiBro (Wireless Broadband) was a Korean-developed technology for mobile broadband. In about 2004, the Korean government merged its proprietary efforts with those of IEEE and ETSI to create the 802.16e-2005 standard that is the basis for mobile WiMAX today.
The WiBro service is somewhat unique in that it uses an amount of spectrum (8.75 MHz) unlike any other country (typically 3.5, 5, 7, or 10 MHz). WiMAX Forum approved a specific certification profile that caters to the Korean allocation in its Wave 1 efforts.
